Hong Kong has the widest gap in this region between the capability a business needs and the headcount it can justify. A CFO-grade hire costs HK$2m or more, but the underlying business is frequently a twenty to fifty person trading or services firm.
Termination risk is not the driver here. One month’s notice is the norm and severance is capped at HK$390,000, so Hong Kong buyers choose fractional on cost and speed rather than to de-risk a hire.

Territorial source and the two-tiered rate
An offshore service company is taxed only on Hong Kong-sourced profits, but director’s fees for a Hong Kong company are Hong Kong-sourced regardless of where duties are performed. Fee versus directorship framing changes the tax result entirely.
Foreign-sourced income exemption
In-scope multinational entities must meet economic substance, nexus or participation requirements for offshore interest, dividends, IP income and disposal gains, or those amounts are deemed Hong Kong-sourced.
Companies Ordinance Cap. 622
A company secretary ordinarily resident in Hong Kong, at least one natural-person director, and a sole director cannot also be company secretary. A Significant Controllers Register must be maintained.
General Employment Policy
Employer-sponsored, no quota and no sector restriction, but requires skills not readily available locally and market-rate remuneration. Visitors may attend meetings and negotiate but may not take up employment.
